Mr. Eagan joined the Defense Security Cooperation University (DSCU) in
June 2023.

Prior to that, he served at DSCU’s Institute for Security Governance as a
Regional Program Lead, overseeing institutional capacity building efforts
in southeastern Europe. Isaac previously served at the State
Department’s Bureau for Conflict and Stabilization Operations, where he
advised on security sector stabilization policy and programs around the
world. He also supported the bureau’s response to Russia’s February
2022 invasion of Ukraine, including serving as acting Europe team lead.

Before joining the State Department, Isaac was the Chief Operating
Officer of Spirit of America, a Congressionally recognized nonprofit
organization providing private assistance in support of US missions
overseas. Following an initial assignment in southern Afghanistan, he led
the organization’s expansion around the world, developing operational
frameworks and collaborating with US diplomatic, military, and
development missions throughout Africa, Asia, Eastern Europe, Latin
America, and the Middle East.

Originally from South Carolina, Isaac served as an Army infantryman,
deploying to Iraq in 2003-2004 and 2006-2007. Following service, he
conducted case management for seriously injured OEF/OIF veterans at
the Department of Veterans Affairs.

Isaac graduated Phi Beta Kappa from the University of Wisconsin-
Milwaukee, earned a master's in international public affairs from the

University of Wisconsin-Madison, and is a graduate of Harvard Kennedy
School’s Senior Executive Fellows program. An avid traveler, he has
taught English in France, interned at US Embassy-Tirana, studied Arabic
in Jordan, and climbed the easiest of the Seven Summits.
