About The SCIP

The SCIP (Security Cooperation Information Portal) was established by the Defense Security Cooperation Agency (DSCA) to enable International Customers, customer agents, and United States Government personnel, with appropriate permissions, to access a variety of features, which are gathered into "Communities". Some Communities provide the ability to: (1) view Foreign Military Sales (FMS) case, line, requisition, and Supply Discrepancy Report (SDR)-level information obtained daily from all U.S. Military Department (MILDEP) Case Execution systems and the tri-service Case Development system (DSAMS); and (2) input a variety of FMS MILSTRIP and MILSTRIP-like transactions, which are partially validated in the SCIP, and then passed directly to the appropriate MILDEP Case Execution system for processing. Question:  Is there a point of contact where I can get further information or assistance on the SCIP system?

Question:  What DSCA policy memos outline the procedures for requesting an initial issue and follow-on replacement of SCIP tokens?
Answer:  The relevant policy memos are DSCA 03-11, DSCA 05-17 and DSCA 06-30. You can find them on the DSCA home page at

Question:  Exactly what is the Security Cooperation Information Portal (SCIP)?
Answer:  Essentially, the Security Cooperation Information Portal is a system that uses powerful search engines to pull in data from a variety of current Security Cooperation systems. Thus, it provides access to current international logistics and financial management information from the DSAMS, DIFS, CISIL, MISIL, SAMIS, and CMCS systems.

Question:  Who are the primary users of SCIP?
Answer:  Any FMS case manager who has need of FMS case information will be interested in the SCIP system. Certainly all of our overseas Security Cooperation Offices (SCOs) who have established FMS cases will want to use the system. This is the first time that a viable system has been made available for their use.

Question:  What is the SCIP URL address?

Question:  Do I need special software on my PC to access the SCIP?
Answer:  No. All you need is a web browser such as MS Internet Explorer (MSIE).

Question:  I've tried going to internet sites with a ".mil" address. Sometimes I get there, but many times I get various error messages saying I'm not allowed access. Will I have the same problem accessing SCIP?
Answer:   This is another very good advantage of the SCIP system. It is at a .us address and you will not be blocked by the usual .mil firewall.

Course Login

Registration for DSCU courses is completed using the Cornerstone on Demand (CSOD) Learning Management System (LMS) hosted by the Defense Acquisition University (DAU). You will access the LMS using a dialog similar to that shown to the left. Click the "Need help signing in?" link (indicated by the arrow) if you need help.

If you are a student who currently occupies a Security Cooperation Workforce position, you should be immediately redirected to DSCU’s instance of the CSOD learning management system after logging into the DAU hosted site. If you do not see any DSCU courses available after login, you will need to take one of the following actions:

  1. Register for the Introduction to Security Cooperation Course (SC-101).
  2. Change your organization in your CSOD profile. Follow these Directions for Changing your Organinization so you can view your DSCU courses.
