Please join us in extending our congratulations and appreciation to Mr. David Clay on his retirement from federal civilian service after twelve years of dedicated service to our Nation.

David has been an esteemed colleague on the DIILS staff since 2010, during which time he provided strategic and operational advice and support for DIILS resident and mobile programs, and enabled the global deployment of hundreds of mobile engagement teams to conduct legal training, education and institutional capacity building engagements with allies and partner nations around the world.

He will be greatly missed but we wish him Fair Winds and Following Seas as he begins this new chapter.

Did you know that DIILS will be celebrating our 30th anniversary beginning in October? This means that soon we will have completed 30 years of Security Cooperation engagements with our international partners! Over these 3 decades, we are proud to say we have engaged with well over 77,000 participants, conducted over 2500 events, and partnered with over 163 countries! It has been an honor and privilege to work with so many of you and your respective countries. DIILS looks forward to continuing and enhancing our partnerships with you over the next 30 years.Please stay tuned and follow us for more announcements marking this milestone for DIILS.

DIILS personnel had the honor of attending a ceremony to celebrate the career and retirement of CDR David T. Lee, JAGC, USN, who completed 28 years of active service with the U.S. Navy in 2020. Mr. Lee joined the DIILS staff in 2020 as a Maritime Institutional Capacity Building Attorney.

A DIILS team recently traveled to Djibouti to conduct seminars on Human Rights and the Law of Armed Conflict.

Earlier this month, members of the DIILS Naval Reserve unit led a week-long course of instruction on ‘Rule of Law and Disciplined Operations’ for the class of international students in residence at the International Surface Warfare Officers School (ISWOS) on Naval Station Newport.

A component of DSCA, DIILS is jointly staffed with judge advocates from the Army, Navy, Air Force, Marine Corps, and Coast Guard, experienced civilian attorneys and other professionals. Since its inception in 1992, DIILS has provided legal training, education and capacity building assistance to more than 77,000 military and civilian participants from nearly 180 countries, and conducted more than 2400 global engagements. This includes more than 3000 alumni of resident education programs hosted at the DIILS Education Center in Newport.

DIILS is proud to serve as the lead U.S. defense security cooperation resource for professional legal engagement with international defense sector personnel, and takes great pride in all that we have collectively achieved with our partners through thirty years of contributions to national security and the security cooperation community.
