SC Conference

The Defense Security Cooperation University (DSCU) will host the 2024 Annual Security Cooperation Conference, October 27–30, 2024, in Washington, DC. The conference theme is “Building Lasting Partnerships: What Have We Learned?”

The 2024 Security Cooperation Conference will focus on the nature and scope of working more effectively and sustainably with allies and partners. Also, the conference will bring together practitioners, policymakers, and researchers to discuss these issues under the Chatham House Rule. The 2024 SC Conference will have no virtual option.

To register, visit here. Registration is a two-stage process. Once DSCU has approved registrations, attendees will have an opportunity to express interest in the panels they would like to attend. This information will help conference organizers assign panels to the appropriate rooms and develop suggested conference schedules for attendees.

Fourth SCO Operations Course of FY24 Concludes

The fourth iteration of the Defense Security Cooperation University’s (DSCU) Security Cooperation Organization (SCO) Operations Course recently concluded with the graduation of 41 SCO professionals. The course included five weeks of academic instruction at Wright-Patterson Air Force Base (WPAFB), Ohio, followed by four days at the Muscatatuck Urban Training Center (MUTC), Indiana, and concluded with four days of briefings and consultations in the National Capital Region (NCR).

The SCO Operations Course extensive curriculum includes introduction to security cooperation Policy & Strategy, regional security studies, foreign military sales and financing processes, international training management, Department of Defense security cooperation planning, and practical applications of SCO operations overseas. The in-residence portion concluded in a one-week Capstone Exercise in which students applied classroom learning and interacted with former U.S. Ambassador Liliana Ayalde and faculty.

At MUTC, students completed the 40-hour block of instruction to fulfill the U.S. Department of State-mandated Foreign Affairs Counter Threat (FACT) Course equivalency training. This included training on a variety of safety-related topics including driver’s training and tactical medical care.

The course culminated in a series of briefings and consultations with numerous security cooperation stakeholders in the NCR. This final phase focused on forging key relationships for the students’ in-country assignments, empowering them to be that vital link between U.S. whole-of-government security cooperation efforts and Partner Nations.

Integral to the SCO Operations Course experience is the formal SCO Spouse Course. In this course, SCO spouse students participate in a 3-week virtual-based course followed by a one-week residency with their service members. 
The SCO Spouse Course provides foundational information to enable SCO mission success and family safety. The in-residence training consists of group lessons and practical exercises designed to equip and integrate family members and SCO students into the embassy and foreign community and prepare them to represent the United States as an overall team. Additionally, this course provides information on the resources available while overseas and builds the SCO Teams’ support network worldwide.

Following the fifth and final iteration of the SCO Operations Course in September 2024, SCO training and education will transition to DSCU’s NCR campus. In October 2024, the course will evolve to the SCO Qualification Course and will mark the official establishment of DSCU’s Defense SCO Institute (DSI).

DSCU’s DSI in the NCR will serve as the DOD SCO schoolhouse, providing tailored preparation and training essential for SCO personnel to be mission ready day one of their assignments. DSI is an important step in implementation of NDAA mandates and National Defense Strategy initiatives, and DSCU’s commitment to the SCO workforce.

DSCU F-16 ICB Engagements and Advising with Bulgarian Partners

Defense Security Cooperation University (DSCU) Institutional Capacity Building (ICB) teams, including the Institute for Security Governance (ISG) and a U.S. Ministry of Defense Advisor (MoDA), recently met with the Bulgarian Ministry of Defense and the Bulgarian Air Force to further their F-16 program, ahead of the delivery of the aircraft. Additionally, DSCU MoDA, Mike Counsellor, was recently recognized by the U.S. Ambassador to Bulgaria for his advising on Bulgaria’s F-16 program. 

DSCU teams have long supported North Atlantic Treaty Organization (NATO) countries transitioning from legacy Soviet-era warplanes to fourth and fifth generation Western multi-role fighter aircraft. These country-specific and regional ICB initiatives were designed to develop shared solutions consistent with NATO standards and principles.

ISG’s ICB engagement, which included ISG Director Ian Wexler, centered around Human Resource Management (HRM) and Strategy, Plans, and Policy functional areas in Bulgaria. In advance of the arrival of new F-16 aircraft, the focus was on Bulgaria’s critical planning elements for HRM to support NATO interoperable air combat capability. 

Counsellor’s recognition by the U.S. Ambassador to Bulgaria highlighted the important relationship he has built with senior Bulgarian Ministry of Defense leaders. His comprehensive initiatives aligned with the Partner and U.S. Department of Defense (DOD) strategies and are all aimed at supporting country objectives.  As a MoDA working with the U.S. Air Force program office and various DOD Security Cooperation teams, these connections, as well of those with the Partner, led to a stronger operations and sustainment plan for every aspect of the Bulgarian F-16 program. 

In the FY2024 NDAA, DSCA’s DSCU was tasked with the “management and provision of ICB services executed by the DOD.” The legislation bolsters DSCU’s existing ICB mission and brings additional importance to DSCU’s ICB elements and implementing components. ICB expert teams are comprised of faculty, staff, and supporting subject matter experts from the DSCU ICB Directorate, the Defense Institute of International Legal Studies (DIILS), ISG and the MoDA program.

Ten Locally Employed Staff Complete Intermediate Course

Ten students representing nine U.S. embassies from across the globe completed the Defense Security Cooperation University’s Intermediate Locally Employed Staff (LES) course. The course was facilitated by faculty from DSCU’s School of Security Cooperation Studies (SSCS) in coordination with the Defense SCO Institute (DSI). 

The course built upon the basic LES course and provided a deeper and broader background in #SecurityCooperation management to LES personnel with increased responsibilities within a Security Cooperation Organization (SCO). The intermediate course supplied instruction on SCO roles and responsibilities; U.S. Security Cooperation legislation, policy, and procedures; whole of government planning; and in-depth training on advanced international training management.

DSCU strives to be the center of intellectual life for the Security Cooperation enterprise; we prepare a global network of professionals to achieve outcomes that enhance the security of the United States and its partners and allies.

DSCU’s newly established DSI serves as the Department of Defense SCO schoolhouse. SCO personnel are the primary representatives for Security Cooperation in their aligned country.  DSI offers tailored education and training to SCO personnel, their families and locally employed staff.
