SC-2XX The Military-Civilian Relationship and Security Cooperation

The purpose of this course is to provide practitioner level learning on the military-humanitarian relationship in the implementation of security cooperation activities. There continues to be misunderstandings and confusion about this relationship and disagreements about what right looks like. This course will explore these topics by looking at the history of the military-humanitarian relationship using real case studies from Solferino to Ukraine with an emphasis on post-conflict settings. This course will also explore the responsibility to protect. Students will explain and evaluate the right to protect, inherent tradeoffs, and the links between rights, justice, and security.
