Mr. Hannigan assumed the duties of Acting Chief of Staff of the Defense Security Cooperation University (DSCU) in June 2025 and has served as the International Military Training and Education (IMTE) Division Chief since January 2024. As acting chief of staff, he supports the DSCU President by overseeing university operations, budget, communications, policy development, and business processes. As division chief, he leads the Defense Security Cooperation Agency (DSCA) teams responsible for Department of War (DoW) implementation of international military training policy and programs.
Previously, Mr. Hannigan served as Program Manager for the Regional Center Enterprise and Operations Coordinator for the William J. Perry Center for Hemispheric Defense Studies (Perry Center), DoW’s Regional Center for the Americas. Before his Federal service, he worked in District of Columbia area public schools, where he taught an interdisciplinary program for middle and high school students.
Mr. Hannigan is a two-time graduate of American University in Washington, D.C., where he received a Master of Science in Economics and a Bachelor Arts in Political Science and Economics.
He is a recipient of multiple DoW awards, including the DSCA Director’s Award, DSCA Director’s Team Award, DSCU Performer of the Year, and the Joint Civilian Service Commendation Award
