Mr. Wexler joined the Defense Security Cooperation University (DSCU) in September 2023 as the Director of the Institute for Security Governance (ISG). The ISG mission is to strengthen the institutional capacity of partners and allies’ security sectors to advance U.S. national policy interests and address shared security challenges.

Mr. Wexler previously served for 25 years in the United States Navy (USN). He retired in 2023 as a Captain in the Judge Advocate General’s Corps, USN. He completed three overseas deployments during his military career, having served as the Executive Officer of the Military Liaison Office assigned to the Central Criminal Court of Iraq, the Director of the Law and Order Task Force at Forward Operating Base Shield in Baghdad, and Staff Judge Advocate for Joint Task Force – Guantanamo in Cuba. He started his naval career in 1997, when he was commissioned in the Navy JAGC Student Program. Mr. Wexler’s last military assignment was as the Director at the Defense Institute of International Legal Studies in Newport, Rhode Island.

Mr. Wexler received a Bachelor of Arts degree in History from Rutgers University, a Doctor of Law degree from the University of Richmond School of Law, a Master of Laws in Military and International Operational Law from the Army Judge Advocate General School and Legal Center, and a Master of Arts in National Security Policy Studies from the U.S. Naval War College.
