Hosted at U.S. Southern Command, the event brought together Department of Defense space leaders and counterparts from Western Hemisphere nations to strengthen space partnerships to benefit the region. ISG provided a key presentation on Institutional Capacity Building, contributing towards shared objectives in the dynamic space domain.

DSCU Call for Proposals: Edited Volume on FMS

The Defense Security Cooperation University (DSCU) proposes to publish an edited volume on foreign military sales (FMS). The purpose of the volume is to help policymakers, planners, and implementers to think differently about FMS challenges and opportunities.

The volume’s key audience is the security cooperation professional and aims to inform the practice of security cooperation. It will be organized around four FMS-relevant themes, each with three to five chapters of scholarly quality: law and policy, industry, process, and partnerships.

The Institute for Security Governance recently concluded an Institutional Capacity Building engagement in Brasilia, Brazil focused on Defense Management and Planning (CGPD) for the Brazilian Armed Forces and the Brazilian Ministry of Defense (MoD). This initiative is rooted in the Escola Superior de Defesa (ESD) 2023 mandate to incorporate CGPD into its curriculum.

Notably, ISG advising briefs on Joint Capability Planning in NATO included participants from the Center for Political & Strategic Studies of the Navy – the advisory body to the Navy Chief of Staff.

Transforming Alliances: The Pivotal Role of the U.S.-Philippines Bilateral Strategic Dialog in Regional Security

In a landmark development at the 2022 U.S.-Philippines Bilateral Strategic Dialog (BSD), both nations pledged to fortify their alliance through the creation of a groundbreaking Philippines - Security Sector Assistance Roadmap (P-SSAR). This strategic initiative is designed to seamlessly link strategy to resources, ensuring a focused approach to mutual security assistance planning. The P-SSAR aims to address shared security challenges by investing in capabilities agreed upon bilaterally, fostering efficiency in the expenditure of foreign military financing (FMF) and International Security Cooperation Program (ISCP) funds. The Office of the Secretary of Defense (OSD) has entrusted the Institute for Security Governance (ISG) with the pivotal role of designing and implementing the P-SSAR.

In this issue, authors explore the ongoing conflict in Ukraine, the global impact of Russia’s aggression in the region, and the future of conflict for NATO nations. Specifically, Dr. Grespin’s review provides a comprehensive analysis of “The Islamic State in Africa: The Emergence, Evolution, and Future of the Next Jihadist Battlefront” by Jason Warner, et al (Oxford University Press, 2022).
