- Who Should Attend: U.S. and partner nation military officers (active duty or reserve) of grades O-3 through O-6; senior enlisted military personnel (E-7 through E-9, or equivalent) with a bachelor’s degree; civilian defense officials of grades GS-09 through GS-15, or equivalent; individuals participating in accelerated career development programs; and partner nation officials of similar rank or grade.
