THE SCHOOL OF SECURITY COOPERATION STUDIES

The School of Security Cooperation Studies (SSCS) at Wright Patterson AFB, Ohio, will transform during 2024 into the Foreign Military Sales Academy (FMSA). A Center of Excellence deeply focused on supporting the successful execution of Foreign Military Sales (FMS) programs through training, education, research, analysis, and outreach. The role of FMSA is to ensure FMS practitioners are equipped to execute FMS successfully in their complex operational environment. Conducting research and disseminating findings inform faculty and policymakers on challenges and opportunities to improve the effectiveness and efficiency of FMS. The initial key tasks for FMSA will include building and maintaining curriculum supporting Certification 2.0 requirements and developing other courses and learning activities tailored to specific functional areas and skills in the various FMS practitioner groups. The establishment of FMSA meets the congressional mandate codified in NDAA 2024 Section 1204(f) to create an FMS center of excellence focused on the unique challenges and opportunities that the foreign military sales program presents to policymakers. The phased development across Fiscal Years 2024, 2025, and 2026 also aligns with the National Defense Strategy Implementation (NDS-I) guidance and DSCA’s Strategic Plan.
